Evaluation of the Support Centre for Central Tests in Education

In short: Since 2021, the Support Centre for Central Tests in Education (Steunpunt Centrale Toetsen in Onderwijs) has been developing the Flemish tests (Vlaamse toetsen). Möbius evaluated how the Support Centre works: to what extent have its objectives been achieved so far, and what lessons can be learned for the future? Read how a literature review, in-depth interviews and the SOAR model together produced a clear final report.

What is the Support Centre for Central Tests in Education?

The Support Centre was set up in early 2021 with the mission of developing and implementing the Flemish tests, and conducting research on them. It is a consortium of all Flemish universities and two university colleges.

The Support Centre has five core tasks:

  • developing the Flemish tests
  • supporting schools in administering the tests
  • processing and analysing test results
  • providing feedback to the education sector
  • building expertise and conducting research on educational effectiveness

We were very satisfied with the good, continuous feedback throughout the process.

Jeroen Backs Head of the Strategic Policy Support Division, Flemish Department of Education and Training

What was the strategic challenge?

The evaluation focused on the management and policy-relevant criteria of the Support Centre. The aim was to look back on how the Support Centre has worked and to assess to what extent its objectives have been achieved so far, in order to learn for the future.

How did Möbius approach the evaluation?

The evaluation started with a literature review based on the available documentation. This was followed by structured in-depth interviews with people directly or indirectly involved in the Support Centre:

  • the leads of the various work domains
  • the pedagogical support services of the various education networks and umbrella organisations
  • trade unions
  • the Education Inspectorate
  • staff of the Flemish government: the Flemish Department of Education and Training (Departement Onderwijs en Vorming), the Agency for Educational Services (AGODI) and the Agency for Higher Education, Adult Education, Qualifications and Study Grants (AHOVOKS)

This resulted in extensive documentation of qualitative findings, linked to the evaluation criteria, core tasks and work domains of the Support Centre.

Finally, the SOAR model was used to map the following elements of the Support Centre:

  • strengths
  • opportunities
  • aspirations
  • results

What was the result?

The insights from the literature review and the interviews were consolidated into a clear final report. An evaluation committee and the Department were able to start working with it immediately.
